This does both seat's the burlap in the kit is for the seat backs not the bottom. You may also need to order part # 132006 for seat bottom, which is the burlap with wires in it.This is the burlap for the top rear of the seat backs. The cotton is installed at the front of the bottom of the seat and is used to fill in other areas. The felt strips are hog ringed onto the bottom retainer and perimeter wire. DVD 131014 shows its installation.
